Using Folders to Organize Your Campaigns

Updated create-folder button label to "Create new folder" (confirmed in en.json). Refined drag-to-create-folder description to note it appears in the sidebar. Confirmed delete-folder warning copy: items are not deleted (shorter warning text now matches the UI). All other content verified accurate against the newly shipped DraggableTableRow, FolderCreateDropZone, and AppDashWrapper changes.
